I need to know is possible to migrate hosts and services data to the new xi by inserting them into the new xi. because I have existing data on it. not restore

Yes. Copy your config files into the import dir and run an apply config. Note that things in the hosts/services need to exist before importing. For example, if a service is applied to a host, the host should be imported first. Similarly, if a host has contact attached, the contact should be imported first.
